pchen should become xpapps component owner,
vishy is off for 6 weeks.
OK, so if pchenn can comment that this is OK then I will make the change.  I'll
close out this bug when I make the change and one of you can reopen it if we
need to back out the fix in 6 weeks (or maybe another bug should be filed. not
sure. probably doesn't matter).  changing the default assignee will mean that
pchen gets mail on newly created reports but won't get mail on any of the
existing reports assigned to vishy.  for tracking vishy's existing bugs the
'watch' feature should be used.
Ok, Asa, bring it on! Make me default xpapps component owner.
