Can someone help me with how "tomato" got into our tag autocomplete list? Pancake I understand. Tasty cheesedoodles?

I only want approved tags from the controlled vocabulary to autocomplete. Perhaps this already works this way. If so, we need to do some maintenance on the list.

Rebecca creates testing tags on staging servers--she has the permission to do that.

The vocabulary is completely controlled. There are no user-generated tags, and if there were, we would have no way to distinguish them from "approved" tags without throwing out our entire tag system and starting over.
