Matthew, how are you spawning the new window?  Please look at bug 67399 to see
whether that describes the problem you are having or whether you are opening the
new window in a different way.

Ok, lets say I start Mozilla. Then I go and download something, and close the
all browser windows leaving only download windows open. I spawn another browser
window by either click in the mozilla shortcut, or by clicking on something in
the download window. So basically I can do nothing but wait until the download
closes. I understand there are some command line options that I might be able to
use to get around this, but that is unfeasible, esp for a windows playform
and/or perhaps it is just an isolated incident. I was using the windows feb 19.

The fact that clicking on the shortcut does not open a new window is bug 67399.

I believe there is a separate bug on being able to use ctrl-n from the
downloading dialog, but I can't find it....
