fix checked in. The only item in the "Insert" menu is "Characters and Symbols", which should work exactly as in HTML editor.

verified on Mac mozilla optimized build from 4am today. (Note: there is another bug for the issue of the SideBar option in the View menu not working in the plaintext editor)
