Let's just add this as a visible pref. Madhava?
While thinking about the pref please keep in mind that we want to encourage people to enable/opt-in to Telemetry. I think we need to do better than having a pref that has to be discovered by the user.

So we can certainly have a pref for this, given how important it is. What would be a good, short, non-jargony explanation we can present to people? Off the top of my head: Main pref title: Send performance data Secondary line: Your anonymous data helps make Firefox faster I'd be inclined to just have it be on by default in Nightly and Aurora (even beta?) There's the separate issue about getting people to opt in on final.
Oh, that pref should probably go in the "Privacy and Security" section.
There are two separate issues here: 1. We need to expose the ability to enable/disable Telemetry in the user preferences. 2. We need to advertise Telemetry to our users and encourage them to opt-in. I suggest that we tackle #1 in this bug as within #1 we have no Telemetry on mobile. I have opened bug 699513 to track #2.

Simple patch to add a preference to the Privacy section. I did not add the secondary description since we don't do it anywhere else. I can make a followup patch if needed.
