add-ons are disabled when installed using registry prior to firefox 8 clean installation, no choice is given to enable them, there is no "Select Your Add-ons" dialog

Steps to reproduce:
On a clean Windows OS without any versions of Firefox installed before, I installed an application. The application has a broad functionality and among many things integrates into Firefox by using add-ons technology.
The integration is made by adding a record to system registry
HKEY_CURRENT_USER\Software\Mozilla\Firefox\Extensions
After that I installed Firefox 8 beta
Actual results:
"Select Your Add-ons" dialog does not appear after Firefox 8 installation. Users have no choice to enable add-ons.
Comments: If I upgraded to Firefox to 8 beta from previous versions, or installed the application after Firefox installation, "Select Your Add-ons" dialog would appear. But all applications with add-ons that have been installed to HKEY_CURRENT_USER\Software\Mozilla\Firefox\Extensions prior Firefox 8 beta clean installation are silently disabled.
Expected results:
Users should be given a choice to enable add-ons after clean Firefox 8 installation. "Select Your Add-ons" dialog should appear.
