Links won't change to a color (specified by CSS or <body alink="...">) 
when :active if they're bold by specifying <a href="..."><b>foo</b></a> 
(wrapping the bold tags around the link, however, works fine).

Rather, the problem seems to be that links never change to :active state if <a 
href="..."><b>foo</b></a> (no css styling works).
Summary: Links don't change color when :active if bold → Links never seem to go :active if bold
Isn't this just because :active is not hierarchical (so the <b> becomes active
in this case)?  (see bug 5693)

Sure seems like it (per Jonas' 2/07 comment there).
Marking as a dup of bug 65917, which is specifically about :active.  That bug 
might end up being a dup of bug 5693 anyway.
