Details
Bug 693899 adds support for detecting binary components in chrome manifests. While doing so, it will automatically assume that if the addon doesn't opt-in to unpacking, then it won't have binary components (since they can't be loaded from JARs). However, we could use this to force unpacking when binary components are detected - making it unnecessarily for addon authors to remember to opt-in.

We no longer support binary components as of Firefox 41: https://blog.mozilla.org/addons/2015/05/04/dropping-support-for-binary-components/
