Details
Native Fennec currently lacks the ability to scale the entire CSS viewport to a different size than the <browser> element, and then pan around the scaled viewport. This is necessary so that we can render pages in a viewport that is larger or smaller than the browser window (either specfied through <meta name="viewport">, bug 607417, or a default size to accomodate legacy "desktop" web pages) and then scale them without changing their layout.

As bug #699351 has been fixed, we don't really need this anymore. While it'd make the code look a bit nicer, we can achieve the same with CSS transformations. Downgrading priority.

This was fixed as part of the work on the maple branch last year.
