OK. Stay with me while I try to explain this one.

After I pan in a direction on a Web page and then take my finger off of the screen the page then gradually slows down its movement until it comes to a stop. This is the "physics" of the page and is expected. The issue is that the page takes too long to come to a stop. It is difficult to position the page where I want and the page seems to continue moving long after it should stop based on my experience with other apps.

Note that this may not be as much of an issue with large/fast movements as it is with slow movements. I typically use slower movements when scrolling text.

Just to comment on the P4 priority, fwiw this to me is a usability issue. At times I am just irritated panning around pages as a result of this bug. I'm happy to demo this live if it help to see what I'm talking about.

bug 695448 is going to make major changes in how panning works after that is fixed this needs to be retested.

this isn't ideal, but it slows down panning a bunch.  This results in less checkerboarding.
