User Agent: Mozilla/5.0 (Windows NT 6.1; rv:10.0a1) Gecko/20111102 Firefox/10.0a1 Build ID: 20111102031056 Steps to reproduce: Currently the proposal for the new Tab Page presents the page as white although a web page. I'm proposing that we present the new tab page as chrome so part of the browser window rather than perceivable as a web page. I've attached a rough mockup.

Seeing as the new tab page is now marked as fixed and this would probably count as polish, I'd added the uiwanted keyword to try and get some UX Team feedback/approval.

It would be good to see the New Tab page showed Personas as a background. But that would be a different bug.
