Yeah, seeing lots of this on the post-pcwalton landings. It's a real barrier to dogfooding, too. Is there a way to get you more data that would be helpful, or is the problem well understood?

I haven't seen it sized smaller than the screen since last week. Are you still seeing that problem? also, are you on the current builds?

Screenshot attached from just now - about:buildconfig says I'm on http://hg.mozilla.org/projects/birch/rev/97283e503e1e which is yesterday
When opening a new tab from a page that is scrolled down the new page is not started from the top, it has the same scroll position like the first page.
Is this related to this bug?

I believe you are hitting bug 702983. I might have explained it a little better in bug 703756 (which got duplicated).
