Steps to reproduce:
1) Open Gmail in 1st tab and click "Switch to the new look" (in the lower-right corner) to make kind of pop-up message explaining advantages of new look appear.
2) Click "Learn more' and a web-page opens in the new tab
3) Press Crtl+Shift+Tab to resume to Gmail-page with the 'pop-up message'
4) Now press Crtl+Shift+Tab again.
Actual results:
'All tabs panel' opens, whereas it is disabled by browser.ctrlTab.previews = false (by default). Furthermore, if you continue switching tabs by Ctrl(+shift)+tab, then All tabs panel will be still on the top, while tabs will be switching as normally.
(Moreover, if at step 4) you press Ctrl+Tab instead of Ctrl+Shift+Tab, focus will move on address line.)
(As not specialist, I suppose the problem is that gmail pop-up message affects focus)
Expected results:
Firefox just switches to previous tab (jumps from first tab to the last, since we move backwards). 'All tabs panel' does not appear.

I believe this got fixed elsewhere (not in Firefox 3.6, though).
