Details

When a single-line text field has focus, the page up and page down keys do not scroll the page.  This would make sense for multi-line scrollable text fields, but not for single-line text fields.

To reproduce, try one of the single-line text fields here in Bugzilla.  Put the focus in the field, then hit page down, and notice the lack of scrolling.
