buildbot-master{2,5} got decomissioned in bug 674146.

Please repurpose them as win32 builders: w32-ix-slave43 and w32-ix-slave44

Due to bug 683228, these were imaged with the 2011-05 image (the newest one that  works in scl1).  I've given 683228 to our windows expert in hopes he can figure out what's up.

Over to releng for name changes and updates.
