70264 - Add gopher:// urls to winhooks integration

Once my gopher patch lands (bug 49334), it needs to be integrated with the
winhooks stuff. I don't have access to a windows development box, so I can't do
this.

I'm not sure what component to file this against.

it doesn't look like we're using any of the accesskeys, do you know why? [no 
i'm not asking you to remove them, i like them, and no i'm not forcing you to 
change the xul to use them, although if there's no reason for it not to do so, 
I would like someone to do it for some bug]
