the first thing people need to do after filing a crash bug is add the crash keyword. similarly, people file bugs against classic or modern skins, and we want them to use those keywords. some people develop patches and then file bugs, so the first thing they need to do is add the patch keyword, but they can't do that while adding their patch so it often isn't done.
