During firefox+fennec releases, fennec l10n repacks use the FIREFOX tag instead of the FENNEC tag.

This is unexpected and resulted in burning when the linux-mobile build finished before the firefox tagging builder.
This is fixed by retiring the old mobile l10n scripts for the mobile_l10n.py script in mozharness.
