STR:
1. Open http://oaa-accessibility.org/example/33/ and focus the spin button widget.
2. Press up and down arrow.

Expected: NVDA should read the new value. Ins+Tab also reveals that it is able to pick up the new value when asked.
Actual: NVDA doesn't speak the new value automatically.
we fire value change event on spinbutton accessible, the control is focused so it appears NVDA is guilty.
