Steps to reproduce:

customize user interface.
drag tookmarks toolbar to the bottom


Actual results:

can't drag bar to the bottom.
(it can be dragged to the bottom in the add on bar but not independently)


Expected results:

drag handles should be shown in like internet explorer 6 and be able to drag around including to the bottom of the user interface.
