Should we just set a hard limit for the root menu ?
For example, if there are more than say 15 menu items to show then only first 15 would be shown and other menu items would be accessible through a child menu or a chain of child menus.

That or if there are lots menu items, maybe they should all be in a (scrollable) submenu.
Perhaps someone from UX team could give input here.

As per bug 1372276 we plan to remove this, there's no need for this.
