Steps to reproduce:

1.  Browse to a page (e.g. www.arstechnica.com) that requires a plugin (e.g. flash) which is not currently installed.
2.  Press the close button ([x]) on the "Additional plugins required" bar.
3.  Press the down arrow key.


Actual results:

Nothing


Expected results:

The page should have scrolled.

At step (3), the focus has been lost (pressing tab takes the focus to the active tab on the tab bar).

I would have expected the focus to be on the document page of the active tab, so the up/down arrow keys scroll the page.
