The page background image will not load if a window is completely hidden. It
appears after the window is made visible and the image gets a chance to load.
Reproducible: Always
Steps to Reproduce:
1. Open a page that contains a background image
2. Quickly maximize a different window over it before background image loads
3. Switch back to the original window
Actual Results: The image loads only after the page is made visible
Expected Results: The image should already be loaded and rendered even when the
window is not visible
