[RFE]Have Mozilla act gracefully on low memory situations

When system memory gets low, and part of the code is trying to allocate memory,
Mozilla should either go in a sort of standby mode where it waits for more
memory, or exit - freeing up the memory for the system, possibly in conjunction
with saving state bug 63904. For now, though, I recommend having Mozilla free
up all unused memory, and give a message "Your system is low on memory, please
close all un-needed windows. Mozilla will now be unusable until more memory
becomes available" and then sort of suspend the application until more memory
becomes available.
This can be tested for the coder by turning down how much virtual memory they
have and then using a stress app to allocate all of the heap.
