The xul and native android Talos results are all intermingled on graph server right now, making them useless.

Let's turn off the android-xul tests for now. That way we still get useful graphs for native tests.

Tested on my staging server: able to checkconfig, reconfig; after the reconfig the Android XUL test builders are no longer there.

This leaves behind a lot of android-xul stuff in config.py, but since I think we're going to back this out in the not-too-distant future, this should hopefully be sufficient.

This keeps android-xul unittests alive (since the bug asks for talos disabling only), and fixes the PLATFORMS borkage.

We can back this out when we want to turn it back on.
