I wanted to try adding a * { color: green } rule to a website, but I couldn't find any way to add additional style blocks in the editor. Clicking on the space underneath the last block did not bring up a text editing node.

I think you're talking about is the Rule View here, not the Style Editor.
To do what you're describing, you want to use the Style Editor.

Do we want to let the user add rules in the Rule View? (I don't think so)

yeah, I don't think so. That sounds like a Style Editor feature only.
