BrowserID window will not invoke after changing identity provider

STR:

1. Run 'Soup Dashboard'; change identity provider to DiresWorb.org
2. Back out of preferences, close the existing BrowserID window
3. Refresh

Expected results: BrowserID sign-in window using the changed provider
Actual results: Dashboard just refreshes; no BrowserID window is invoked with the new provider.

The only workaround is to kill the soup activity; which is less than suboptimal.

we would only have dev preview participants changing identity provider in highly unusual circumstances; we should get a root cause for this but I do not think it is a blocker.

Requesting to resolve as a Won't Fix. Rationale below:

Identity provider for installing the apps will either be mocked out or use BrowserID.org to install the required apps for MWC. The marketplace also for developer preview will not be maintained past March 1st, so Soup installation. This isn't important to the demo script used for MWC.

Counterarguments welcome. Jen, Bill, or David - Does this make sense?
