I spun 9.0b5 build 2, and signed, but the signature verification didn't kick off.
I manually kicked off with the property 'who' set to the apk url, and it worked.

This bug may be obsoleted by bug 705214. Filing for completeness.
This is actually wrong; it failed because I renamed the signed apk.
Summary: android signature verification fails to trigger on a build2 → android signature verification fails to trigger after aki renamed the apk to 'android-arm.apk'

eabi-arm -> android-arm

I checked sign_android-0.8.sh. Right, we rename it there...

Should be fixed now that 9.0b6 kicked off.
