The background color in my scrollable layer clips and is not present in whole 
layer (as it should be). The scrollbar(in navigator) slows down performance 
VERY much when it resizes (when the scroll layer moves up).

Reproducible: Always
Steps to Reproduce:
1. go to the url
2. try scrolling using the arrows


Actual Results:  the background clipping is obvious, the performance loss while 
real scrollbar is visible is also obvious

Expected Results:  the scrollbar resizing should not affect performance(the way 
IE and NS4 works) and the background color should apply to the whole layer

Anders Hermansson, the URL you provide returns a 404.  Could you please put the
testcase back up?
