70939 - fix perl scripts so they run on unix for mozilla testing

There is a set of tools for testing XML, Currently residing at 
http://babel/automation/erik/framework/. Convert these tools to run on a linux 
server for mozilla external use.

-moved scripts to http://athensnt/framework/
-changed paths to work on unix. However, these paths must be absolute because of 
perl limitations.
-work needs to be done on several of these scripts, particularly widgets.pl, 
xmlcharset.pl, and xmlencoding.pl. There have been many changes and additions to 
xul since they were written. I fixed up the three widgets in widgests.pl, but 
there are many more now that could be added.
-removed some cruft from this directory
-recompiled apache server with mod_perl module and reinstalled apache. Scripts 
will not run unless mod_perl is installed.

I can run this perl on 6.0rtm and old build, but I cannot run on 4-18 trunk 
build.

I sent email to Heikke to find out something might be changed.
This should be reopen for now.

The following is Heikki's answer of my question.

I do not believe this is an XML bug. We had some changes by chak and valeski
that might be the reason for the regression you are seeing. We have lots of mime
types we can not show in view source now, but this seems like it exhibits the
same symptoms.

These scripts have been broken by bug 77215. Adding it as a dependency.

Yes, but 77215 was closed as a duplicate of 46655. Therefore I am marking this 
as depending on bug 46655.
