I have a feeling this is the ScaleGestureDetector malfunctioning. The plan is to reimplement it in bug 706684.

STR on my galaxyS2:
1) nytimes.com
2) Double Tap to Zoom
3) Now, move your finger over the screen to scroll and pan
Results: You either crash or the content is stuck (can't scroll or pan).
