New tab button underlays the tab scrolling arrow when at least six app tabs exist

Mozilla/5.0 (Windows NT 6.1; WOW64; rv:9.0) Gecko/20100101 Firefox/9.0 Steps to reproduce: 1. Launch firefox and open some tabs 2. Create at least 6 pinned tabs and make sure there is at least one new tab open 3. Set the focus to the new blank tab (not pinned) 4. Minimize the browser window horizontally Actual result: While shrinking horizontally, new tab button ("+") underlays the scroll right arrow button (">"). New tab button cannot be accessed anymore Expected result: Buttons should not overlay: both "+" and ">" buttons should be accessible.

Your window is too small to display all controls. Note that the navigation toolbar overflows as well. We can't do anything about this, and we probably don't need to, as making the window as small as you did doesn't seem like a reasonable use case.

The overlay does not happen if the tab in focus is not an empty tab (e.g. if focus is on a tab that has www.google.com page open the issue does not reproduce)
