710747 - re-arrange git branches and staging servers

This bug, along with bug 707761, is to set up the following:

developer-dev.allizom.org tracking master deployed using freddo
developer-stage.allizom.org tracking next deployed using chief

So, we need to set up master and next properly, and work with IT for bug 707761.

Corey and/or Jake,

I'm not sure which of the IT bugs have to be closed for us to start. I created 'master' and 'next' branches in our repository and can help set the code up on new staging servers as soon as you're ready.

Another ping and bump on this. We have 'master' and 'next' branches ready, but without the new staging servers set to track them it means we're *more* insane with our branching - not less. i.e., we're now tracking 'master', 'next', 'mdn, and 'mdn_prod' :(

Corey and/or Jake,

I've lost track of the IT bugs for standing up the new staging servers on allizom.org. Where are we at on those? Can you add them as "Depends on" in this bug.
