As found in bug 710753, nearly 1/2 the pages in MindTouch are in the User: namespace. And, a quick glance at those shows a lot of "Welcome to Mindtouch" pages generated on registration. We can probably just not migrate those.
Are there other pages that we could reasonably ignore during migration? (eg. spam, garbage, automated security tool submissions) And, if so, let's do so!

Could probably consider this bug 1/2 done after User: namespace content filtering was implemented for bug 710753.
The second 1/2 here is probably a nice-to-have: We could use migration as an opportunity to discard spam pages and cull other garbage. But, this is probably not a task easily done by machine without danger of false positives, and can be done manually after migration.

This doesn't sound like a job for a machine. Not a good way to weed out any further pages than has already been done.
