I have a Lenovo W520 with Optimus graphic (nvidia + intel).
I don't see any tooltips on my tabs, even when I force direct2d.
The only possiblity to see tooltips is setting
gfx.blacklist.direct2d to 3 at runtime because the pref gets
always deleted after a FF restart. This also happens with all addons disabled

No. No tooltips over links or images either.
But they appear as soon as I set gfx.blacklist.direct2d to 3 again.
Happens also with FF9

Are you able to somehow set which graphics card Firefox should use? Does it have any effect?

Did it happen in FF7 or older?

I did some more testing.

a) it doesn't matter if I set FF explicitly to Intel or Nvidia graphics. It doesn't work.

b) it works when I disable Intel or Nvidia graphics without setting gfx.blacklist.direct2d

c) it's the same with FF 6.0.2 and FF 7.0.1.

This could be the same as bug 617128 but not duping for now. You have Intel HD graphics and I don't know if the other bug is with Optimus too.

I think I'll soon have an Intel HD 2000 (in CPU) in desktop but with no other card so will test it.

So the tooltips work fine for me on the Intel HD 2000 GPU (in Sandy Bridge CPU) on Win 7 64bit with HW acceleration.

That's what I wrote. Disabling nvidia or intel card works also. As long as there is only one card available, everything is ok. But if I have both cards enabled, it doesn't work.

(I now have a w520 but haven't tested this - because Firefox is hung)

It's working now for me. But I don't know if it's because of FF or newer drivers.
