Please remove SeaMonkey 2.6 from rsync exclude list, thus going to full mirror network

SeaMonkey would like to release our next major version, 2.6 on December 20th.
To do so we'll want full mirror coverage, which means that we need to remove the newly-added rsync-exclude entry for SeaMonkey 2.6
The priority here, is sometime on December 20th, but falls after Thunderbird/Firefox/Fennec are all released to mirrors (So as not to cause any resource contention).
