Details

From bug 71194, we shouldn't allow the user to uninstall a skin that is
currently in use.  We'll need an API to figger that out.
Required for good skin uninstall UI.

Yeah, we have this now, I saw Gerv using it to fix the UI part of this bug 
(patch is in some other bug).
