Would this be hooked into the app-wide extensions.logging.enabled preference (which IIRC only logs (un)installation and update messages), or would this be some per-extension setting?

It would be separate, as extensions.logging.enabled is for logging by the Add-ons Manager itself rather than individual addons.

This ended up getting fixed by my fix for bug 711815.
