71346 - can't upload patches to bugzilla

on win2k, I can't upload patches to bugzilla - it just says "contacting server"
and then times out. shaver sees it on Linux as well. 4.x and IE work just fine
so it's not bugzilla.

Seems to work from my 03/09/01 WinNT-sp5 build.  But, that was just a small
file... trying a much bigger one.

I just tried with a 17k document and got stuck at exactly the same point.
There seemed to be some network activity, and then nothing.  This is really
bad... investigating.

Nasty bug!  nsHTTPEncodeStream::ReadSegments() was always reporting zero bytes
read.

I mean, I still see this on bugzilla.mozilla.org.  It may have been checked into
the source, but real people using bugzilla.mozilla.org won't be able to upload
patches until that machine is running a version that includes the fix, so I was
asking that someone post a note in this bug when the mozilla server has been
updated to include the fix, so I know when I can go back to using bugzilla to
store my patches instead of uploading them to my ISP and adding the url as a bug
comment.

I still can't submit patches with the commercial build from 3/13/08.  Should the
fix be in this build?  (The tree has been closed since then, so I would think it
would show every checkin that's been made.)
