KB discuss watch button gives error for unauthenticated user

Details
Users viewing the KB discussions page get a 'watch this locale' button, however if they click it when not signed in they get an access denied message. It seems like they should either not get the button, or get a friendlier message. 1) Do not sign in 2) click 'watch this locale' on kb/all/ = https://support.mozilla.com/en-US/kb/discuss/watch_locale expected: Message tells them to sign in, or button does not display until authenticated actual: Access denied

As a bonus if the user signs in from the access denied message they get sent to the home page :)
