My normal flow:
1. Hit Cmd+Shift+I to open the inspector.
2. Select the element I want.
3. Feeling annoyed, open the HTML and CSS panes.
When I open the inspector my goal is to look at the HTML or the CSS, and probably both. This is a behavior I learned in Firebug and I'm annoyed when it takes two extra clicks to get the panes open. They're super sexy, can we default to having them open?

I think we want to keep the HTML panel optional (so not open by default, but to be re-open if previous-active, see bug 696755).
For the style sidebar, I don't know yet (we are considering it).
