TabsToolbar height reduce for a moment when entering/exiting private browsing.

step to reproduce:

1. create new profile
2. start Firefox
3. start customize and drag the new tab button out of the TabsToolbar
4. make sure that browser.tabs.animate is true
4. start private browsing

result:
while you current tab are closing and the private browsing start tab open the TabsToolbar height reduce from 26px (default theme) to 17px, (if you also drag alltabs-button out of TabsToolbar the height will be 10px)

Look like that bug 713287 by hiding all tab content when start to close the tab trigger this bug

When the last tab is closing with animation there is nothing to support the TabsToolbar height when the is no button on it

I have tested your issue on latest FF release 46.0.1 and latest Nightly build and could not reproduce it.
Is this still reproducible on your end ? If yes, can you please retest this using latest FF release and latest Nightly build (https://nightly.mozilla.org/) and report back the results ? When doing this, please use a new clean Firefox profile, maybe even safe mode, to eliminate custom settings as a possible cause (https://goo.gl/PNe90E).
