As discussed in the Snappy (Responsiveness) meeting, when a user indicates that they are entering a mode that is immersive (e.g. putting a video fullscreen), we should postpone events that can cause pauses — like GC.
I don't know the specifics of what we can do here, but having a signal like this from the user, and having the ability to postpone GC (and possibly other events) is useful.

This scares me. Videos can be long. If it's a bad time to GC, it's an even worse time to start thrashing.
