User has a reason to re-size and move it, so it don't make sense everytime it is called, the position reset.

Recently had to excise the positioning preferences due to some mac panel bugs. We're going to create a new windowing mechanism for the Web Console in bug 717944.

Why not make a semi-blank xul file, open it when the position is changed to window, place the current panel into one of its box element via JavaScript.
This will make things easier and consistent with mac.
