This bug is for tracking an issue found in bug 713426. When a data call was established, I expect its PDP is ACTIVE UP that means an PDP context was created, and physical link is up. But, we get ACTIVE DOWN, for sgs2, that means an PDP context was created but physical link is down. When a physical is down, I expect the network is not work, but it actually work. That is why this bug is here for following up the issue.

We fixed this by introducing a quirk constant for the SGS2.
