719306 - adjust talos config files for ignore_first (1.0)

I am doing 2 things here:
1) deleting mobile.config (we don't use it anymore)
2) creating sample2.config

sample2.config is a copy of sample.config, but it has testname.2 which will be used for the --ignore-first option and the side by side staging.  This new .config file also has no tests which we won't be running (tgfx, tp3, tp4, tp_cold, tp_js, etc...).

By the time this is rolled out to release (central->aurora->beta->release), the missing tests will be old and gone (1.9.2 will be turned off) and the newer tests can be the default ones available.  Creating a new file also saves us from duplicating all the tests.

looks good to me.  I might like sample.2.config better, but its a minor nit
