Steps to reproduce:
1. Go to m.espn.go.com
2. After the page is fully loaded, pinch-to-zoom in

Expected result:
Zooming is disabled due to: meta name="viewport" content="width=320; initial-scale=1.0; maximum-scale=1.0; user-scalable=0;"

Actual result:
Zooming is still enabled.
