72056 - Commands fail when downloading file without open windows

Mac build 2001031408

When I'm downloading a new build from Mozilla, the saving file window appears.
If I close all of the application windows (e.g., browser, mail, etc.) and just
leave the saving file window open, I cannot re-open the applications through the
menubar, keyboard commands, etc. The download continues to work fine. If I
cancel the download, then I can re-open the applications from the menubar,
keyboard, etc.

This is also true if I tell the download window to stay open after the download.
