Bug 699385 covers removing support for pre-Windows 7 SDKs from mozilla-central. This does the same, but for comm-central.

Generally, we're not porting build config patches, to hopefully spend a bit more time reworking the build system, however in this case, it does tidy up in mail/ as well, and remove a c-c specific build option, so that's a good thing :-)
