Line 176 tries to create a block output stream. What are the steps to reproduce
this?

To reproduce :
1) Bring up the mail client having a single POP account.
2) The password dialog should come up automatically but it doesn't
3) Do GetMsg() and the assertion "Could not ..." is thrown
4) Enter "go" to get rid of assertion.
Actual Result : the app hangs
Expected result : the password dialog should come up.

This is also reproducible on netscape commercial release build 2001030911.
